es: Resumen: El objetivo de este artículo es comprender la respuesta de los gobiernos locales al declivedemográfico. El artículo se basa en fuentes documentales de cinco municipios del condado de Östergötland(Suecia), e ilustra el modo en que los gobiernos locales entienden el cambio demográfico como unprerrequisito importante para la elaboración de políticas y planes. También muestra que, aunque el declivedemográfico es conceptualizado como consecuencia de factores externos, el crecimiento demográfico sepresenta como un importante objetivo político para estos gobiernos locales. El artículo también muestra queel declive demográfico ha llevado a varias decisiones políticas en términos de recortes presupuestarios ynuevas prioridades. Sin embargo, estas decisiones no forman parte de una estrategia integral. Más bienaparecen como intentos fragmentados de resolver problemas multidimensionales. Está claro que losgobiernos locales no están teniendo éxito a la hora de diseñar estrategias explícitas para gestionar lacontracción. Se identifican dos importantes implicaciones de esta insuficiencia: falta de transparencia yfalta de comprensión de la mejor práctica. En consecuencia, la autora llama al desarrollo de políticas deadaptación local en los municipios en contracción en Suecia.>>>

en: Abstract: Thirty years after the implementation of the agrarian unemployment subsidy in Andalusiaand Extremadura, we find that beneficiaries have undergone significant changes according to subsidyamount, demographic profile and territorial distribution, both at provincial and municipal level. Social his-torical disparities among beneficiaries are explained by legislative changes, socio-economic transforma-tions, demographic and economic (agrarian vs. non-agrarian) structures at the local level, the kind ofbenefits that are received and the importance that these payments have for the household economy. Itmust also be considered the effect of the current economic crisis and the subsequent return to agriculture(and to the receipt of agrarian subsidies) as a last-resort activity.>>>

en: Abstract: Cultural and creative activities are an increasingly important factor for the developmentof territories. In times of globalization, competitiveness requires public policies that promote social and eco-nomic innovation. This phenomenon places culture and creativity at the center of strategies for regional andlocal development. Organizations and cultural agents become promoters of innovation. The rural world isno stranger to this dynamic, although it has its own specifics. Cultural entrepreneurship in relation to a clus-ter of artistic craftwork in the Chiana Valley (Tuscany, Italy) is used for illustrating and discussing these andother issues. For that, we turn to the main results generated by this project: promoting the craftwork sec-tor and artistic mobility, international projection of the territory, awareness and social revitalization, andimprovement of institutional coordination through the establishment of network actions.>>>

en: Abstract: The article shows who, how and when speeches about depopulation in Teruel have beenactivated during the current crisis (2008-2015) in the press. The media contributes at the same time that itreflects the process of building social perception of depopulation with a threefold semantic conceptualiza-tion: as an accepted reality, as risk or as danger.The research has been approached from a qualitative and socio hermeneutical perspective with thetechnique of sociological discourse analysis as a central tool for addressing intention (authorship, motiva-tion, purpose), shape (structure) and content of the messages. It has been taken into account historical con-ditions in which they are being generated.As a result I present a double tipology derived from the analysis of both messages and social situa-tion that also allow us to distinguish four discursive contexts, with constituent elements, narrative patternsand socioemotional contexts clearly identified: agonizing, accommodating, vindicatory and creative dis-courses. These are narrative forms that happen or coexist, and whose appearance has increased along recentyears; furthermore it determines that conceptualization of depopulation as a risk has been amplified.>>>

en: Abstract: Agricultural modernisation and territorial and social unbalances have been commonlyseen as a consequence of the agrarian policy of Francisco Franco’s political regime. This association of agri-culture and economic development, which was the dominant ideology in agrarian thinking during theFranco regime, clearly influenced the academic studies on the modernization of Spanish agriculture thatwere made after the end of the Franco regime as well. This contribution analyses an alternative view thatwas also present during the Franco regime – one based on the social and demographic problems linked tothe changes that were taking place in Spanish agriculture.>>>
